Provision

1. Common provision

1. The following provision on the Art Residency “Nickel” (referred to as Provision) was developed to regulate the operating procedure of the Art residency “Nickel” (referred to as Residency) and cooperation with natural and legal entities. The Residency is situated in the “Second School” center in Nickel (referred to as Center).

1.2 The Provision is developed in accordance with approved concept of the Residency project and the current legislation of Russian Federation.

1.3 The Provision contains information characterizing the financial and organizational sides of the Residency’s operations.

1.4 The Provision is defined as a local legal act of NPO “Cooperation” (referred to as Agency) and attains its legal power after the issuance of the order by Director General of the Agency.

1.5 The norms of the Provision are compulsory for the Agency’s employees while conducting their work duties in the context of the Residency project.

1.6 The Provision attains its power in accordance to the order by the Director General of the Agency.

2. Terms and definitions

2.1 Residency – permanently functioning specially equipped space for artists, musicians, modern art figures, the functioning of which is supported by holding creative workshops and educational programs, and demonstrations of the results of creative work.

2.2 Residents – creative groups, individuals, authors, author groups, producers, art-managers, curators from Russia and from abroad, arriving to the Residency for the purposes of self-realization and development of their art projects.

2.3 Rider – list of conditions and demands composed by a Resident needed for realization of their project.

2.4 The Board of Experts – a committee, created in accordance to an internal order of the Agency, needed to settle agreements with Residents and select Residents’ works.

3. Models of participation in the Art Residency “Nickel” project

  • residential model
  • presentational model

The model of participation in the Residency is determined based on the description of a project of potential participants.

3.1 Residential model

1. Individual authors and creative groups are accepted to residential model for realization of artistic, musical and other creative projects. No more than 7 artists/groups are accepted.

2. The residency is held twice a year: “Polar Day” and “Polar Night”. The period of participation of individual artists and groups in the context of the residential model does not exceed 3 weeks in summer (Art Residency “Nickel: Polar Day”) and 2 weeks in winter (Art Residency “Nickel: Polar Night”).

“Polar Day” – the common theme is “The city environment”. Working in the field, active work outside the Center. Projects, possessing a clear concept, new approach to urban public spaces and public events, will be prioritized. Ideas and artistic outline of a project should emphasize the local uniqueness. A project should also naturally integrate with the environment and, if it is to be exhibited on the streets, should be resistant to hooligans.

“Polar Night” – the common theme is “Scripts of the city life”. Development and design of new contexts and city scripts to be later actualized on the basis of the Center and public spaces. Projects aimed at making public spaces livelier and that are capable of solving local social difficulties and of creating new connections between people and processes will be prioritized.

3. Project variations:

  • “Second School” Center (inside projects).
  • Public spaces (any city spaces).

4. The aim of participating in the context of the residential model: creation of an end product (a project, an art piece) and its presentation on the territory of exhibition halls of the Residency and the city. The created pieces of art become the objects of presentations and exhibitions.

5. During the work of the Residency, the residents are responsible for organizing educational events in the Center (master classes, workshops and other forms of dialogue with local population) based on the plan discussed prior to the events.

6. Th Residents are responsible for the coverage of the Residency’s work on social media platforms (FB, VK, Instagram) according to the publication plan (is outlined in the Agreement).

3.2 Presentational model

In the context of the presentational model, the Residents exhibit art pieces they own to be observed by public (exhibitions, performances, concerts). For this model’s realization, public spaces are used (corridors, flights of stairs, etc.) as well as the territory by the Residency.

4. The selection process

4.1 The process of selecting Residents in the context of the residential and presentational models:

4.1.1 The selection is made based on the applications.

The application should include the following documents:

  • Description of the project (including the time needed for its realization and the period of stay in Nickel) and the concept of suggested work of the Residents;
  • Rider of the Resident with the list of characteristics and quantities of the supplies neede for the project;
  • The Resident’s portfolio and biography with information about the previous projects and organized exhibitions, performances, concerts;
  • Educational program which will be organized by the Resident for the local population of Nickel and visitors of the town.

4.1.2 The applications are reviewed and selected by the Board of Experts, comprised of the employees of the Agency and representatives of artistic society, employees of PJSC “Nornickel”. Applications, selected by the Board, are integrated into the common work schedule of the Residency.

5. The operations of Residency

5.1 This Provision states the operational routines of every participation model.

5.2 The operational routines in the context of the residency model:

5.2.1 The Board of Experts selects the Residents based on the norms of the Provision and the current legislation of Russian Federation.

5.2.2 After selecting the Residents, the Board of Experts forms and approves the common work schedule of all the Residents.

5.2.3 The Agency makes agreements on production of artistic works based on the presented projects with the Residents.

5.2.4 The Residents can engage in activities different from their projects exclusively if they are approved by the Agency, the artistic idea of the project can be changed by the Resident only after the approval of the Agency.

5.2.5 After the creation of art pieces, the Residents pass the exclusive ownership rights to the Residency, including the right of reproduction and realization of work dictated by the Agency.

5.2.6 Agency’s realization of the art pieces made by the Residents is conducted in accordance with the norms of the Provision.

5.2.7 The Residents must lead compulsory educational events and master classes approved by the director of the Agency. The leading of educational programs and master classes is to be approved by the Board of Experts and integrated into the work schedule, according to the norms of the Provision.

5.2.8 Assembly/disassembly and presentation of the works of the Residents is conducted by the Agency with the compulsory approval form the Residents in order to preserve the entity of the works’ concepts.

5.2.9 The time needed for a project as well as the exhibition and presentation times are discussed individually with each Resident, taking into account the scale and the overall concept of a project.

5.2.10 In the end of the creation and the presentations and exhibitions, the end products of the Residents’ work are forwarded to be responsibly kept in the Agency, given as a gift to the Center or other cultural institutions or private collections.

5.3 The operational routines in the context of the presentational model:

5.3.1 The Agency selects the Residents based on the norms of the Provision and the current legislation of Russian Federation.

5.3.2 The Residents pass the exclusive ownership rights over their works to the Agency for the time of the conduction of the exhibitions, including the right on reproduction.

5.3.3 Time constraints on exhibitions and presentations of the works by the Residents are individually discusses with each Resident, taking into account the scale and the overall concept of a project.

5.3.4 After the conduction of the exhibitions and presentations, the works are returned to the Residents or given as a gift to the Center of other cultural institutions or private collections.

6. Covering the Residents’ spendings

6.1 To organize the work of the Residency, the Agency compensates the Residents’ spendings necessary for realization of their projects:

- costs of living of the Residents in Nickel for the time of them working on the projects;

- food spendings of Residents for the time of them working on the projects (700 rubles per day for each Resident);

- commuting costs (from the home city to the Art Residency).

6.2 To organize the work of the Residency, the Agency provides artists with art supplies needed for their Projects.

6.3 The coverage of costs mentioned in 6.1 of the Provision can be made by the Agency on its own as well as be conducted through the payment to the Residents. The exception to this point are the supply expenses. The supply provision is always conducted by the Agency on their own.

6.4 The Agency pays all the taxes and commissions from the Residents’ income received in the financial or natural form.

7. Control over the fulfillment of the Provision and responsibility.

7.1 Control over the fulfillment of the Provision is conducted by:

- the Board of Experts;

- Coordinator of the Art Residency.

7.2 In case of neglection of the rules mentioned in the Provision, the person violating the rules bears responsibility in accordance to the current legislation of Russian Federation.
